It is proposed to set up a Imperial Senate, to serve as the second chamber to the Chamber of Deputies.

- Adding: x. All proposals passed in the Imperial Senate, must also be adopted in the Chamber of Deputies, and vice versa.

Proposal submitted to the Imperial Senate, the proposal is adopted, the proposal is submitted to the Chamber of Deputies, the proposal is adopted or rejected. The same approach, just the other way around, if the proposal is from the Chamber of Deputies.
