1. The region known as Western Veldunium, corresponding to the area where citizens voted to depart from the state of Veldunium and join the state of Jalbetrer, shall be transferred to the authority of the state of Jalbetrer on the first day of the year 585AER (or one month after this bill's passage - whichever comes last) 586AER
2. Therefore, beginning that same year, the state budget of Jalbetrer shall be increased according to the increased population, and the budget of Veldunium will be likewise decreased by the same amount, consistent with what is called for under the State Financial Budget Bill of 527AER (150 million fall per 100,000 citizens)
3. The state of Jalbetrer is expected to, during the time between the passage of this bill and the first of January 586, begin planning and preparing to take over the infrastructure of the region from Veld authorities.
