University Quota Act[]

Preamble: Every Falleen deserves the right to attend University should they have the intelligence required to do, however that is not the case. There are many establishments across this Empire that prioritise the wealthy for their spending power and donations to the educational institute and that simply cannot stand. This bill then intends to correct this by establishing a quota sample for student attendance.

DEFINITION[]

An Act which outlays the provisions for the establishment University Quotas for students within educational institutions.

University Quota Act[]

Be it enacted by the Emperor's most Excellent Majesty, Vinther III, by and with the advice and consent of the Chamber of Deputies and the Imperial Senate, in this present Parliament assembled, and by the authority of the same, as follows:--

Section I: Transparency of University Quotas[]

I: All Educational Institutions at the degree level will be required to publish a ‘Student Quota Paper’ containing data about the status of their students, and shall do so anually.

  • A: The ‘Student Quota Paper’ is to contain the gender, ethnicity and socio-economic background of their annual intake.

B: All Students are to remain anonymous, unless permission is obtained from said student.

II: The ‘Student Quota Paper’ must also contain information about the graduate employment, average earnings and time spent with a professional of previous students

III: The ‘Student Quota Paper’ is to be published publicly and sent to the Education Secretary for review.

Section II: Student Intake Quotas[]

I: All Educational Institutions at the degree level will be required to follow Quota samples of students. 

II: All courses must contain at least 25% males and at least 25% females where applicable.

III: All courses must contain at least 25% of students from less fortunate backgrounds where applicable

  • A: Less fortunate backgrounds is defined as any student with a household income below the average wage.

IV: Should there not be enough applicants for Quota to be met, the said educational institution is excused from repercussions.

  • A: An educational institution must prove the quota was impossible to meet through the submitting of application figures to the Education Secretary

Section III: Violation of Student Quotas[]

I: Any Educational institution that does not publish a ‘Student Quota Paper’ may be subject to a fine of three million Fall.

  • A: Fines are applied at the discretion of the Education Secretary
  • B: Should an institution fail to publish a ‘Student Quota Paper’ on more than one occasion they may be subject to further fines or closure.

II: Failure to meet Quota Samples will subject Educational institutions to whom this act applies to a three million Fall fine.

  • A: Fines are applied at the discretion of the Education Secretary
  • B: Should an institution fail to publish a ‘Quota Sample’ on more than one occasion they may be subject to further fines or closure.
