It is under the conviction that the Falleen Empire and all of Her most loyal States can only move forward as a modern, democratic, and federal Nation, that the Grand Duchy of Entloland, with the full consent of the People, has elected to adopt a liberal Constitution which guarantees the rights of all Entians, and regulates the duties and restrictions upon the State Government.
Clause I: The Declaration of Universal & Unalienable Human Rights & Dignities
Article I: All rights guaranteed under the federally employed Imperial Constitution & Imperial Law shall, for now and forever, shall thus dually be guaranteed and protected within the Constitution of the Grand Duchy of Entloland, and shall not be abridged under any circumstances by this Government. All Entians shall thusly be protected under these freedoms.
Clause II: The Structure of the Grand Duchy as a State of the Empire
The Rights of the Voters:
Article I: The Grand Duchy of Entloland is a constitutional parliamentary monarchy, in which the Head of State is the Ducal Official & Federal Representative. Entloland is a State of the Falleen Empire, and is thus under the protection under Sovereign Emperor. The State is ultimately under the local authority of House Kaldwin and all her heirs.
Article II: As with all democratic societies, the authority of the State ultimately answers to the Citizens of this State. If the Government is not acting in the interests of the people, a petition, requiring 25% as many signatures as the amount of votes in the most recent election may trigger a recall election. All residents in the Grand Duchy of Entloland, as per the federal voting regulations, are guaranteed the freedom to vote and the privacy of secret ballots.
Article III: The Grand Ducal Parliament holds the responsibility of appointing justices of the peace within the State. Even so, these judges may be recalled via a petition, following review by the State Government.
The Authority & Structure of the Legislature:
Article IV: The legislative body of the Grand Duchy of Entloland is to be titled as the Grand Ducal Parliament. The Grand Ducal Parliament is a bicameral legislature, and is thus to be composed of two houses, the House of Lords and the House of Representatives.
Article V: The House of Lords contains of a peerage of 80 members, all of whom receive lifetime appointments. The members of the peerage are all members of the local Entian noble class.
Article VI: The House of Representatives is an elected body to represent the people directly, and contains 240 members, each representing an equal proportion of all residents of the State. The seats of the House of Representatives are to be allotted based on a Party’s State-wide proportional vote count. Each seat is to represent 50,000 Entian residents.
Article VII: Either of the two houses may propose a resolution, but this resolution must be passed by both houses in order to come into effect.
Article VIII: Just as a petition may be launched to recall and dissolve the Grand Ducal Parliament, the Head of State, the Federal Representative may dissolve the Grand Ducal Parliament at his discretion.
Article IX: The Grand Ducal Parliament may vote on matters concerning the State to the extent that resolutions do not violate federal law. Furthermore, foreign affairs are explicitly reserved to the authority of the federal government. The vast majority of decisions require a simple majority of 50% + 1 in both the House of Representatives and the House of Lords. In the case of a Constitutional Amendment, the House of Representatives must pass the Amendment with a 2/3s majority, while the House of Lords must pass the proposed amendment with a simple majority.
The Authority & Structure of the State Government & the Executive Branch:
Article X: The State Government is to be appointed by the Ducal Official from the largest party or coalition of parties following an election. The State Chancellor is to be chosen from the House of Representatives. The State Government is headed by the State Chancellor, who appoints and dismisses the State Government’s Cabinet members at their own discretion. The head of the Upper House will similarly head the Advisory Council of the Ducal Official of Entloland, and shall be appointed by the Ducal Official.
Article XI: The cabinet of the State Government shall follow the basic construction of the federal administration, with the exception of any offices pertaining to foreign policy, which is outside the authority of the Grand Duchy’s Government.
Clause III: The Responsibilities of Defense Pertaining to the State Authority
The National Guard:
Article I: The National Guard present within the Grand Duchy of Entloland are to be called the Entish Defense Force. The Commander-in-Chief of the Entish Defense Force is the Ducal Official. The Entish Defense Force can only legally be deployed with the full and voluntary consent of the Ducal Official.
Article II: In accordance with the National Guard Reform Act of 555AER, the Entish Defense Force is to be a professional military force composed of 18,500 service members, 180 tanks, 375 armored vehicles, and 210 artillery pieces.
Article III: The Entish Defense Force is to consist purely of enlisted men. Conscription can only be legally employed in the Grand Duchy in the case of a State of Defense. In times of peace or unrest, conscription may not be legally employed.
The Scenarios in Which a State of Defense May Be Declared:
Article IV: A State of Defense may only be declared following the confirmation of the Grand Ducal Parliament, and with the full permission of the Federal Government. The circumstances in which a State of Defense may be declared are the following:
1. The Falleen Empire is in a state of armed conflict with a foreign power.
2. The Grand Duchy of Entloland is subject to armed aggression by an external or foreign power.
Clause IV: The House of Kaldwin and the Ducal Official
The House of Kaldwin:
Article I: The Grand Duchy of Entloland is under the hereditary authority of the House of Kaldwin, and all her heirs. The current succession law of the Grand Duchy is absolute primogeniture. The current succession laws may be changed at the discretion of the House of Kaldwin, without the intervention of the State Government, the Ducal Official, or the Grand Ducal Parliament. The Coat of Arms of the Grand Duchy of Entloland is to be the same, and in accordance with the Coat of Arms of the House of Kaldwin, whatever it may be at any particular time.
Article II: The Head of the House of Kaldwin may award any and all orders of merit and other awards pertaining to the House of Kaldwin at his or her own discretion.
Article III: If the heir apparent of the House of Kaldwin in the Grand Duchy of Entloland has not yet reached the age of maturity at the time of the death of the previous Head, a regency shall be temporarily declared in which a senior member of the House of Kaldwin, assisted by a select Council of Nobles, shall preside over the House’s afairs until the heir apparent has achieved maturity. If the Ducal Official is not effectively managing the Grand Duchy of Entloland to the satisfaction of the House of Kaldwin, they may be recalled and replaced with a new Ducal Official who can capably and effectively preserve and protect the customs and laws of Entloland, and thus effectively rule over the State.
The Ducal Official:
Article IV: Upon his or her appointment to this most prestigious office, the Ducal Official is to be sworn into office at the front of the Capitol Building. During this time, a justice of the peace must be present to request the oath of office of the Ducal Official-apparent, and the Ducal Official must swear this oath either upon a book of law, or on the sacred text of his or her own personal creed. The other rights and responsibilities of the Ducal Official following his or her appointment have already been clarified in earlier portions of this Constitution.
